Heat 2 tablespoons oil in the wok. When oil is hot, add chopped garlic, peppers and ginger. Sauté until peppers blister. Add the carrot. Jumped briefly, then add celery and red pepper.
Grow vegetables on the side of the wok. Add the sauce in the middle. Heat to boiling, then add back in the pan fried beef. Mix all ingredients. Remove from heat. Stir in sesame oil. Serve warm.
